Rulership
If one of your player characters reaches a sufficiently high status, you may choose to allow them to become a Lord and rule over their communities. In Rokugan, Lords would normally be of at least the rank of Local Daimyo, but Clan Champions and the Emperor are also Lords. Lords do not directly address threat within their communities, but instead oversee the threat and prospect of 3 to 5 communities. The Emperor rules over seven communities: the seven great clans. The goal of a Lord is to minimize the Threat to your domain and maximize your Prospect.
Net Threat
At the start of the season, the Gamemaster calculates the total Net Threat experienced by each community under the PC's rule. Net Threat = (Total Attribute Score + Number of Hazards) X 1d4 -(Total Administrator Score + Number of Features)X2
Total Attribute Score
Total Attribute Score is sum of the five different Attribute Scores for the community, and Attribute score is given a value based on their descriptor. Note: Unlike for local communities and local magistrate threat, Excellent and Great attributes do not experience extra threat that the lord has to deal with because it is assumed that excess threat will be absorbed and handled within these communities.

Total Administrator Score
Total Administrator Score is sum of the Administrator scores for all of the Administrators for a community. A community can have 0-5 Administrators, and each Administrator is considered to have a different area of expertise.

Hazards and Features
Hazards increase Net Threat. Features reduce Net Threat.
Example:
Golden Petal Village has 2 current hazards that have not been resolved, Adding to the Total Attribute Score value of 18.
Golden Petal Village has 1 feature, leading to an additional benefit of +1 to the Total Administrator Score of 17.
Net Threat
The GM then rolls 1d4 for the season, and multiplies the Total Attribute Score by the result. They then subtract from that number the Total Administrator Score X 2.
Example:
The GM rolls 3 on 1d4 for Golden Petal Village this season.
Net Threat for the Community = (18 X 3) - (17 X 2) = +20 Net Threat
Negative Net Threat is Net Prospect

Threat accumulates until it is spent. Prospect must be spent each Season or it is lost. Prospect may be spent for Influence or Taxes, which can be retained from one season to the next.
